I think that's because he knows that the Navy or the World Government is responsible for this shit. They're supporting the shichibukai and hiding their shits that's why some of the shichibukai have the guts to do such things. It's one of the reasons why he wants to abolish the shichibukai system. And just like what he has said, "The navy can't be this country's hero"

Also, I think it's because Luffy had already declared war against Doffy and he knows better than to meddle in a man's fight. Moreover, it's very obvious that he doesn't discriminate whether a person is a pirate or not and he trusts Luffy about this issue.

If he fight mingo now, navy and world government will declare him as the hero and push the whole dressrosa crimes under the rug. The same thing they did when luffy defeated crocodile but world government said smoker(navy) was the hero while not doing anything regarding the warlods. If luffy defeats mingo, other people will see warlods and world government in a different light and might question.
